30 Years of Independent Living: How PCIL Grew Alongside New Jersey’s Disability Community 

In 1996, the Progressive Center for Independent Living (PCIL) opened its doors in Ewing Township with two staff members and a mission shaped by people with disabilities and their families.

It was a modest beginning, but the idea behind it was significant. People with disabilities deserve more than services delivered to them. They deserved a voice in the decisions affecting their lives, access to their communities, and the support needed to pursue greater independence on their own terms.

Over the next 30 years, that idea would shape PCIL’s growth throughout Mercer County and Hunterdon County.

Building a Center for Independent Living

PCIL’s first years brought rapid growth. In 1997, the organization began providing the core services of a Center for Independent Living. A year later, PCIL expanded beyond Mercer County and opened an office in Flemington to serve people with disabilities in Hunterdon County.

The work quickly extended beyond either office. PCIL educated people with disabilities and employers about employment, registered voters and surveyed polling locations for accessibility, provided education about fair housing and public accommodations, and helped people transition from nursing facilities back into the community.

Emergency preparedness also became an early focus. PCIL hosted its first statewide Emergency Preparedness Conference in 2002 and later participated in statewide efforts to ensure people with disabilities were included in emergency planning.

By 2007, PCIL was serving more than 1,100 people with a staff of 11. The growth reflected something that would become increasingly clear over the years: independence touches nearly every part of life.

Growing With the Needs of the Community

As those needs changed, PCIL continued to add new ways for people with disabilities to connect, build skills, access resources, and participate in their communities.

Mercer Recreation’s Community Connections began in 2009, creating more opportunities for social and recreational participation. In 2014, PCIL began providing Support Coordination and took over the Sunshine Scholarship Program, further expanding the ways the organization could support people with disabilities and their families.

Drive-Ability launched in 2022 to help people with disabilities build the knowledge and skills needed to prepare for the New Jersey permit test. PCIL has also expanded its community education and resource navigation through programs including NJ SNAP Navigation and Mental Health First Aid. In 2024, PCIL staff members Stephanie and Renee became certified Mental Health First Aid instructors for adults and later completed training to provide Youth Mental Health First Aid.

Each program is different, but together they reflect the same idea that shaped PCIL’s earliest work: independence is not one-size-fits-all. For one person, it may mean understanding their rights or accessing benefits. For another, it may mean preparing to drive, finding support in the community, building employment skills, or having greater choice over where and how they live.

PCIL Today

Today, in 2026, PCIL has grown to more than 24 staff members serving over 1,300 people and managing 245 Support Coordination cases. The organization has also trained more than 40 community members in Mental Health First Aid and helped hundreds of individuals access the benefits they need to live independently. 

The programs may look different from those offered in 1996, but the foundation remains the same. Independent Living is about people with disabilities having greater choice, access, opportunity, and a voice in their own lives.

That work continues across Mercer County and Hunterdon County every day.

30 Years of Progress—and What Comes Next

None of this happened by accident. It took three decades of sustained investment—federal, state, and community support working together to build something people could rely on.

That support is no longer guaranteed.

Centers for Independent Living across the country, including PCIL, are facing a federal funding landscape that is shifting in ways that could put decades of progress at risk. The next 30 years of this work depend, in part, on whether that investment continues.

Thirty years of PCIL is ultimately more than a record of programs, services, or milestones.
