Empowering Independence: PCIL's Drive-Ability Program for People with Disabilities

Celebrating National Mobility Awareness Month

Imagine landing your first job, entering a new school, or simply wanting to meet friends. Now imagine having no easy way to get there. For many people with disabilities, transportation isn't just about convenience—it’s about independence, opportunity, and community.


At the Progressive Center for Independent Living (PCIL), we believe everyone deserves the chance to open those doors. That’s why we created the Drive-Ability Program. This driving education initiative is designed to help individuals with disabilities in Mercer County, NJ, take their first steps toward earning a New Jersey driver’s permit. It’s about achieving greater freedom. As of May 2025, we have had a total of 13 Drive-Ability students pass and receive their permits, with three of them going on to obtain their licenses.


This May, as we celebrate National Mobility Awareness Month, we're shining a spotlight on how Drive-Ability is making independence possible, one learner at a time.

What Is Drive-Ability?


Drive-Ability isn’t your typical driving class. It’s a specialized, supportive program for individuals 17 and older with a documented disability. The program helps participants study, prepare, and succeed in earning their learner’s permit—with the goal of opening pathways to employment and independence.


Our next Cohort 3 will begin in July 2025 and is open to Mercer County residents only. Thanks to a partnership with the Division of Vocational Rehabilitation Services (DVRS), the program is completely free for eligible participants. Each participant must pass an assessment conducted by our PCIL Staff to qualify for the class. We continually add new cohorts, so be sure to check our upcoming events page or reach out to us at info@pcil.org.


For Alex, a past participant, this program meant more than studying a manual. "The PCIL Staff was incredible at finding ways to teach me the materials. It felt like my future was finally possible," he shared. "I learned everything step-by-step, and I didn’t feel alone."

How Does Drivers Education for People with Disabilities Work?


Starting your journey with Drive-Ability is simple, but not every interested individual will be accepted into the program. For the safety and success of each participant, PCIL carefully reviews eligibility based on assessment results.


Here’s how the process works:


  1. Reach out to PCIL and express your interest.

  2. If you're not already connected with DVRS, we’ll help initiate a referral.

  3. Complete a required intake assessment to gauge your current understanding of the New Jersey Driver Manual material.

  4. Participants must pass this assessment to move forward in the program.

  5. PCIL reserves the right to determine final eligibility based on this assessment and overall program fit.

  6. If eligible, begin 13 weeks of group instruction, covering key chapters from the manual.

  7. Participate in additional learning modules like the in-house driving simulator and safety-focused workshops.

  8. Take the NJ written knowledge exam, with support from PCIL in scheduling and accommodations.

  9. If needed, access optional one-on-one refresher sessions.


Drive-Ability is not a behind-the-wheel program. Instead, it prepares participants through classroom learning, simulations, and test-readiness tools.

Beyond the Basics: What Makes Drive-Ability Special?


At Drive-Ability, participants don't just memorize rules—they build real-world skills. They gain confidence and a deeper understanding of safe, independent driving. Our additional modules include:


  • Impaired & Distracted Driving Awareness: Participants engage with hands-on activities and guest speakers to explore how alcohol, drugs, fatigue, and distractions affect driving.

  • Building for the Future: Lessons cover car ownership, car insurance, and how driving can unlock career opportunities and greater independence.

  • Virtual Driving Simulator: A safe space to practice scanning, signaling, managing intersections, parking, and reacting to weather conditions—without being on the road.


And if someone doesn’t pass the written test on the first try? We offer extra help and one-on-one support by the hour because everyone deserves a second chance.

For participants like Jasmine from Hunterdon County, the experience was life-changing. "Before Drive-Ability, driving seemed impossible. I didn't even know where to start. Now, I’m studying for my test, and for the first time, I feel like I’m in control of my future."


Through Drive-Ability, participants gain:

  • Increased chances of obtaining sustainable, gainful employment

  • Better road safety awareness and responsible driving habits

  • Greater opportunities to engage with and contribute to their communities

Drive-Ability is more than an educational program. It’s about building a supportive community. Participants become part of a network that encourages one another. They share experiences and celebrate achievements. This sense of belonging can make all the difference in their journey to independence.


It's essential to highlight that PCIL's Drive-Ability program aims to empower individuals. The program doesn't just focus on driving; it also addresses life skills. From communication to problem-solving, we emphasize holistic development.
